Project Description:
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located onshore in Uganda and Tanzania with an offshore (nearshore) component comprising the marine storage and export terminal (MST).The purpose of the project is to design, procure, install and commission facilities for the pipeline transportation, storage and export of the heavy and waxy crude oil reserves located in Exploration Areas 1, 1A, 2 North (Tilenga CPF) and Exploration Areas 3, 2 South (Kingfisher CPF) in the Albertine Graben in Uganda to the MST located on the coast of Tanzania. The crude oil blends will be treated and stabilized at their respective Central Processing Facilities (CPFs) that form part of Upstream development, prior to being transported via pipeline.
About the role:
The Subcontractor/Vendor/CSU Procurement Coordinator is responsible for coordinating the procurement, delivery, tracking, and integration of vendor packages and subcontractor scopes in support of construction, pre commissioning, and commissioning (CSU) phases. This role ensures seamless alignment between procurement, construction, and CSU teams—managing subcontractor readiness, vendor support mobilization, and procurement closeout activities. The role plays a critical part in ensuring materials, documentation, and vendor services are available when needed to meet site and system turnover schedules.
KEY DUTIES AND RESPONSIBILITIES
- Coordinate the selection, onboarding, and evaluation of subcontractors and vendors. Establish and maintain positive working relationships with existing and potential vendors to ensure long-term, mutually beneficial partnerships.
- Manage procurement processes for goods, services, and subcontracted work. This includes issuing RFQs (Requests for Quotes), evaluating bids, negotiating terms, and creating purchase orders or contracts.
- Review, draft, and negotiate subcontractor/vendor agreements, ensuring compliance with company policies, legal requirements, and project specifications. Track contract milestones and ensure that vendors meet contractual obligations.
- Monitor vendor and subcontractor performance through KPIs (Key Performance Indicators), quality assessments, and customer feedback. Address any performance or delivery issues promptly and work to resolve disputes amicably.
- Ensure readiness of vendor support personnel for key activities such as FATs, SATs, troubleshooting, and warranty support during CSU execution.
- Maintain and update procurement tracking logs, subcontractor/vendor support matrices, and delivery status reports.
- Liaise with vendors, suppliers, and subcontractors to resolve technical queries, clarify scope, and expedite outstanding procurement deliverables.
- Collaborate with logistics and warehouse teams to ensure accurate and timely material receipt and distribution in line with work front needs.
- Coordinate procurement-related punch list resolution, NCR closure, and final documentation submission from vendors and subcontractors.
- Support site teams with emergent procurement requirements or short-lead item sourcing during CSU ramp up.
- Participate in daily/weekly CSU coordination meetings to provide updates on vendor/subcontractor support readiness and procurement status.
- Assist in the coordination of commissioning-related vendor interfaces, including pre-checks on documentation, material availability, and support schedules.
- Track vendor expenditures, ensure projects are completed within budget, and assist in cost-saving initiatives. Analyze and report on procurement spending to identify opportunities for cost reduction or process improvement.
- Work closely with project managers, legal teams, and finance departments to ensure procurement activities align with overall project goals and timelines. Facilitate communication between internal teams and external vendors or subcontractors.
- Identify and mitigate risks associated with vendor or subcontractor performance, delivery delays, or compliance issues. Take proactive measures to prevent supply chain disruptions.
- Prepare regular reports on procurement activities, vendor performance, and project progress. Present findings to senior management to support decision-making and improve procurement strategies.
- Stay up to date on industry trends, best practices, and new procurement tools or technologies to enhance efficiency and improve procurement processes.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Qualification/ Certification:
- Engineering, Supply Chain Management, Construction Management, or a related discipline.
- Certifications in procurement or contract management (CIPS, PMP, etc.) are advantageous
- Experience
- Minimum 8–10 years’ experience in procurement or subcontract/vendor coordination roles within large-scale EPC, oil & gas, or infrastructure projects.
- At least 3 years of site-based experience supporting construction and/or CSU-related procurement activities.
- Familiarity with subcontractor and vendor management across technical, commercial, and delivery functions.
- Skills Requirement:
- Proficiency in ERP/procurement systems (Oracle, SAP, or equivalent).
- Strong understanding of equipment/material specifications, purchase orders, logistics documentation, and field integration workflows.
- Experience in tracking procurement progress and managing interface between vendors, site teams, and commissioning.
Communication:
- Able to effectively coordinate with internal departments and external vendors/subcontractors.
- Skilled in presenting procurement updates, resolving interface issues, and facilitating alignment between field teams and suppliers.

- Support quality assurance by confirming that all procurement packages meet documentation, certification, and delivery quality standards before handover to field teams.
