On behalf of our Tanzania based client, we are looking for a competent and experienced GRO Administrator / Community Liaison Officer

Project Description:
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located onshore in Uganda and Tanzania with an offshore (nearshore) component comprising the marine storage and export terminal (MST).The purpose of the project is to design, procure, install and commission facilities for the pipeline transportation, storage and export of the heavy and waxy crude oil reserves located in Exploration Areas 1, 1A, 2 North (Tilenga CPF) and Exploration Areas 3, 2 South (Kingfisher CPF) in the Albertine Graben in Uganda to the MST located on the coast of Tanzania. The crude oil blends will be treated and stabilized at their respective Central Processing Facilities (CPFs) that form part of Upstream development, prior to being transported via pipeline.
About the role:
The GRO Administrator / Community Liaison Officer will act as the key interface between the project organization, government authorities, and local communities. The role is essential in ensuring full compliance with regulatory and labor requirements, facilitating smooth employee mobilization processes, and supporting positive engagement with local stakeholders. The successful candidate will manage all government-related documentation and serve as a proactive contact point for resolving administrative, immigration, and local coordination matters.
KEY DUTIES AND RESPONSIBILITIES
Government Relations & Legal Compliance:
- Manage the processing, renewal, and cancellation of employee visas, work permits, residence permits, and other official documentation in coordination with immigration authorities and the Ministry of Labor.
- Ensure accurate and timely submission of legal documentation, employee lists, and company certifications to relevant government bodies.
- Maintain up-to-date knowledge of labor regulations, residency and immigration laws, and other governmental requirements; ensure full compliance with evolving procedures.
- Track and verify that company employment records align with labor office, immigration, and other government department databases to avoid fines, blocks, or compliance breaches.
- Support the preparation and legalization of Power of Attorney (POA) documents, contract attestations, and government correspondence as required.
Employee Support & Administrative Tasks:
- Assist employees with identification cards, visit visas, family visa processing, document translations, and general administrative queries.
- Manage a secure, accurate filing system (both digital and physical) for employee records, government correspondence, and passport custody.
- Maintain a detailed and secure IN/OUT register for passports and other official documents; ensure proper tracking of employee returns from leave.
- Prepare, format, and dispatch all official letters and submissions related to immigration, labor compliance, and government affairs.
Community Liaison Responsibilities:
- Act as the company’s community interface, building positive relationships with local authorities, tribal representatives, and local stakeholders.
- Coordinate community engagement activities in collaboration with the HSE, CSR, and HR teams, ensuring alignment with company values and expectations.
- Support the resolution of local grievances or concerns, working constructively with local representatives and regulatory bodies.
- Facilitate awareness programs or communications to local communities where required (e.g., on hiring, mobilization, or safety issues affecting local areas).
Coordination & Stakeholder Engagement:
- Serve as the representation of the company.
- Liaise with internal main point of contact for all official interactions with external authorities and partners, ensuring professional departments (e.g., HR, Finance, Admin) to coordinate document requests, process workflows, and status updates.
- Prepare reports and updates on GRO-related KPIs, document status, compliance activities, and community interactions to management.
- Arrange travel, accommodation, and logistical support for site-based or government-related appointments as required.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Qualification/ Certification:
- Minimum 5 years of overall experience, including at least 3 years in a government relations or PRO (Public Relations Officer) role preferred.
- At least 3 years of direct experience in an industrial project environment (construction, oil & gas, energy, or infrastructure).
- Prior experience in a community-facing role, stakeholder engagement, or CSR is an advantage.
- Experience in the GCC or similar regions with a high focus on compliance and local engagement is preferred.
Skills Requirement:
- Strong understanding of visa processing, labor regulations, and immigration systems.
- Intermediate to advanced proficiency in Microsoft Office tools (Excel, Word, Outlook).
- Familiarity with HR systems, visa application portals, and document tracking platforms.
- Excellent record-keeping and documentation control skills.
Communication:
- Exceptional written and verbal communication skills in English.
- Comfortable dealing with government officials, external stakeholders, and local communities.
- Strong interpersonal skills: able to diffuse tension, negotiate effectively, and represent company values externally.
- Experience drafting official letters, reports, memos, and formal communication with authorities.
Core Competencies:
- Detail-oriented with strong organizational and time-management skills.
- High level of discretion, confidentiality, and professionalism.
- Ability to work under pressure and handle sensitive situations diplomatically.
- Willingness to travel to project sites and local offices as needed.
