On behalf of our Tanzania based client, we are looking for a competent and experienced EIT Superintendent.

POSITION IN THE ORGANISATION:

MISSION AND JOB DIMENSION:

The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The contracting strategy entails 9 main packages (EPcm, EITS, Thermal Insulation, Line-pipes, LLIs POs, AGI stations, Pipeline and Marine Terminal – MST, and PV Farms) to be executed through 15 to 18 different direct main contracts. An EPcm contractor will be in charge of Detailed Engineering, Procurement and construction management support interfacing will all other contractors for the project.

EACOP direct personnel, including partners’ secondees, mobilized in UK, Tanzania and Uganda will be more than 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, contractors inclusive, who will be mobilized across the various sites for construction activities.

KEY DUTIES AND RESPONSIBILITIES

ACTIVITIES

  • Directly supporting EACOP & the CONTRACTORs ensuring delivery of the EIT materials and equipment and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
  • Implement, use, and communicate safe work practices on and off the Project Sites.
  • Mentor exemplary behaviour regarding Project H3SE policy.
  • To treat all information obtained during course of the work with confidentiality.
  • Work as directed by the AGI Construction Site Lead within the allocated construction work packages issued.
  • Ensure that all works have been undertaken in total safety, carried out in accordance with the prescribed quality standards and in compliance with the specifications and design, meet the program timelines and remain within budget.
  • Provide technical and supervisory support, guidance, and mentoring to the contractor construction team
  • Supervise and coordinate Electrical & Instrumentation (E&I) activities on-site
  • Work closely with members construction team, materials team, project controls, and contracts departments
  • Support CONTRACTOR throughout the field and during meeting attendance, including monitoring and reporting on compliance of works, scheduling, contractor performance, materials, and vendors.
  • In close collaboration with the CONTRACTOR preservation team, to ensure that the storage conditions and preservation measures are implemented as Vendor/Project requirements.
  • Ensure that the instruments calibration are applied on due time as per Vendor requirements.
  • Encourage and promote communication and teamwork among all parties
  • Review of E&I contractor Mark-ups drawings and handover dossier
  • Ensure that the CONTRACTOR handle the storage of the materials in term of weather control, and provision of the materials stock.
  • Timely informing the line manager about found discrepancies within the competence;
  • Ensure that the E&I CONTRACTOR set the proper facilities, and provide adequate equipment’s and calibrated tools.
  • Ensure that the E&I CONTRACTOR will follow and implement appropriate training programs and qualification of the personnel.
  • Assist the Pre-op and Commissioning group.
  • Monitor work schedules and advise of potential delays
  • Ensure that E&I manpower resources including supervision are allocated to projects in accordance with the construction schedules
  • Informing on the circumstances which prevent proper performance of job duties;
  • Monitor the execution of works to ensure project quality standards are met.
  • Ensure that the E&I team adheres to all company policies and safety protocols
  • Continuously observe and monitor the interface of all construction activities for all disciplines, resolving any coordination issues
  • Ensure CTR’s Manpower, tools, equipment’s and resources are adequate to achieve planned milestones
  • Challenge Contractor and Sub-suppliers on QA/QC performance and Inspection activities, and to perform routine and random inspections on daily basis in this regard
  • Monitor the E&I work deficiencies and ensure the implementation of the necessary corrective actions.
  • Follow up on the implementation of decided action plans, or other mitigation plan issued
  • Attend and participate in E&I daily meetings; Attend, when requested, the various construction meetings, and provide support in its various reviews.
  • Participate to construction, HSE or QAQC specific audits or visits; Provide regular inspection & activity reports
  • Review and approve the different inspection reports issued by the Contractor and/or Subcontractors / Vendors on a daily basis
  • Assist in system walk-downs with the E&I contractor
  • Ensure that E&I Contractor and Vendors personnel are qualified for the task they’ve been assigned to
  • Monitor the issuing of Non-Conformance reports by E&I Contractor and validate dispositions. Intervene as necessary where warranted
  • Participate in the resolution of DEV and STQ with the support of Field Engineering team
  • Consulting Supervisor on electrical and instrumentation quality and on work process specifics.
  • Monitor and report on project progress of the E&I construction contractor

CONTEXT AND ENVIRONMENT

  • The EACOP project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MST) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from Upstream facilities from Tilenga and Kingfisher fields will tie-in to the EACOP project. EACOP is developing the Tilenga Feeder line on behalf of the Tilenga Project. The EACOP Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
  • Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID;
  • The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
  • In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
  • Job Location: The position will be based at Job Site Location in Tanzania up the end of 2025.

ACCOUNTABILITIES

  • Review validity of any E&I Contractors extra works request and pay particular attention to the supervision of the relevant activities.
  • To ensure compliance with the applicable codes, practices, policies, performance standards, and specification.
  • Assist E&I QS for measure the physical progress of the works in charge on a daily/weekly basis for progress report issue.
  • Make sure that the E&I Contractor submits his daily reports regarding equipment and manpower and carefully check that information are correct and comply with the agreed procedures.
  • Proactively undertake and promote the use of behavioural and incentivised HSE work programmes, and campaigns
  • Ensure all quality control checks and tests are instigated, with records maintained and available as required, all in accordance with contractors’ agreed ITP, method statements and project specifications
  • Ensure E&I contractors follow approved procedures, plans and method statements.
  • Ensure the most current design documents are used to complete the E&I work and that all design changes are approved prior to implementation.
  • Ensure that all construction milestone dates are completed as scheduled.
  • Ensure that all construction activities meet quality and workmanship standards.
  • Ensure required permits are in place prior to the start of the work at site.
  • Prepare reports and forecasts, including summary of construction progress.
  • Coordinates activities with other disciplines or areas, as instructed by project management.

MANDATORY REQUIREMENTS

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Degree in E&I Engineering or relevant qualification combined with extensive field experience or other Company agreed applicable discipline qualifications.
  • A minimum of 5 years in high, medium, and low voltage electrical system in power supply.
  • A minimum of 10 years greenfield site construction experience in Oil & Gas projects
  • Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio
  • Knowledge of all phases of multidiscipline construction: on-site activities in all technical disciplines, all construction technologies and management functions applicable to the workplace and supervision.
  • Understanding of critical path and key milestones within the construction planning programs.

REQUIRED COMPENTENCIES:

  • Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications.
  • Demonstrated communication skills including the ability to articulate construction concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
  • Competence in report writing and planning, good organizational sense.
  • Previous experience working with multicultural contractors’ and reporting their performance.
