MISSIONS / JOB DIMENSIONS
SERVICE DIMENSIONS
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode.
The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
The position is located at HQ office located in Dar – es – Salaam. Position is on shifts, 6 workdays per week.
MISSIONS
The job holder is responsible for all the activities related to CCR through EACOP IVMS system. The primary objective is to ensure that all the information produced by system the Execution phase are developed and managed in accordance with the EACOP procedures.
The job holder will have to liaise actively with other Contractors CCRs for the implementation of robust Control of vehicles, and as a general manner with all the logistic team members, all being involved in document production and management.
The job holder shall observe and shall impose strict confidentiality in the performance of the documentation management all along the course of the Project.
CONTEXT AND ENVIRONMENT
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
East African Crude Oil Pipeline (EACOP) project will establish a Special Purpose Vehicle (“PipeCo”), which will build, own and operate the EACOP system. PipeCo will be established on OPCO type model with representatives of both Uganda and Tanzania states as well as shareholders.

In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
Service Location :
The position is based in logistics team in Dar-es-Salaam, Tanzania.

Service duration: 1 year contract renewable
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
The Control Room Officer is a locally employed position and will be responsible for monitoring, planning and reporting all traffic activity / interface between all Construction Contractors and Human Logistics, throughout the Project. The job will be based in the EACOP Offices in Dar es Salaam. The post requires shift work. The post will monitor and report on all vehicle traffic on the Project via IVMS and or any other Logistic Management on-line platforms required. The incumbent must have the relevant experience to advise Project Management in the event of accident incident or adverse weather which will require a re-routing of project vehicles equipment or personnel. The post will work closely with the Human Logistics. She/he:
- Must be able to effectively communicate and interact with operations, project, and construction management.
- Must have good and proven IT skills.
- Prompt and driven worker.
- Knowledgeable and up to date with procedures and brings any non-compliance issues to the attention of management.
- Has knowledge of IVM Systems / software and I capable of producing reports and briefings.
- Is fully conversant with all HES protocols, programmes and requirements.
ACCOUNTABILITIES
- Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
- Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
- Supporting and coordinating EACOP project teams processes.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
- BA or BS preferred.
- 10 yrs. minimum in project traffic experience.
- A high degree of IT literacy essential.
- Must have a proven knowledge of Logistics softwares, such as IVMS, Tracking.
- Must have proven experience and be able to work without immediate supervision and act on own initiative.
- Must have good written and oral communication skills.
- Must have extensive knowledge of commercial transportation and logistics practices and standards as they relate to Tanzanian Ugandan operations.
- Keen safety awareness.
- Lifting and slinging experience / qualification desirable.
